3.Create Campaign: Go to Ads Manager → then click Create → Choose your objective: choose Conversions (best if you have Pixel & a landing page). Choose Traffic (if sending to a checkout link and you just want visits)/ Choose Sales (sometimes available for catalog/commerce setups). Then Name campaign.

4.Ad Set: Audience & Placements: For the Audience (that is the country targeting): In Audience → choose Locations → try and search or type the country(ies) you want to target (you can choose any country available in Ads Manager). Also, Set age, languages, interests as needed.
